Description: The Southwest Border Resource Protection Program (SWBRPP) provides financial assistance to NPS units, as well as educational institutions, nonprofit organizations, tribes, and local and state agencies to improve resource stewardship, achieve international cooperation, provide meaningful interpretation and conduct scientific research, which will lead to increased appreciation and understanding of our shared natural and cultural heritage along our international border with Mexico. Several National Parks located along the U.S. border with Mexico have recently experienced serious resource damage due to illegal cross border activities including drug traffickers and undocumented persons traversing the parks. Other national park units within the desert southwest have also experienced impacts to their natural and cultural resources. Thousands of miles of unauthorized roads and trails have been created, major ecological processes and the migration patterns of wildlife have been disrupted, important historic sites have been vandalized, and archaeological sites have been looted. Program funding is available for conducting scientific research and monitoring of species, as well as conservation, interpretation and preservation projects designed to help protect and preserve natural and cultural resources located near or along our international border. Applicants are strongly encouraged to work closely with at least one of ten NPS units located near the international border in the formulation of the project. These parks include Organ Pipe Cactus National Monument, Big Bend National Park, Amistad National Recreation Area, Palo Alto National Historic Site, Padre Island National Seashore, Saguaro National Park, Tumacacori National Historical Park, Chamizal National Memorial, Coronado National Memorial, and Chiricahua National Monument. The projects and activities will be individually authorized by separate awards, with each project or activity having a separate work plan and budget developed cooperatively between the NPS and the cooperator. Description: Overview:The US Army Corps of Engineers (USACE), Portland District (NWP) intends to enter into a cooperative agreement with a non-Federal public entity or non-profit entity for land stewardship and restoration services on USACE land in the Willamette Valley, Oregon. Description: EXECUTIVE SUMMARYThe U.S. Embassy in Doha Public Affairs Section (PAS) is pleased to announce an open competition for one cooperative agreement through this Notice of Funding (NOFO). This is an opportunity to conduct a comprehensive audience analysis study on Qataris in Qatar. This NOFO outlines PAS’s funding priorities, strategic focus, and the procedures for submitting requests for funding. Please carefully follow all instructions below. Pending the availability of funds, it is U.S. Embassy Doha’s intent to award one cooperative agreement for the winning proposal for an estimated total amount of $250,000 over the course of one year or less, depending upon the successful completion of goals.PROGRAM DESCRIPTIONThe Public Affairs Section at the U.S. Embassy in Qatar invites proposals for a comprehensive audience analysis study of Qataris in all of Qatar, inside and outside the capital. The study should encompass a good cross-section of Qatari society from different age groups, socioeconomic backgrounds, locations of residence, religions, culturally immersive backgrounds and tolerance levels, travel backgrounds, educational backgrounds, genders, ethnic backgrounds, tribal affiliations, professions, etc. Analysis at a minimum should be descriptive with additional inferential analysis based on causation/correlation of attitudes and behaviors preferred.The grant will help strengthen ties between the U.S. and Qatar through public diplomacy programming by funding an audience analysis study that will paint an accurate and representative picture of Qatari society and its attitudes and behaviors. This data will be crucial for PAS in its mandate to engage and understand Qatari audiences, to help in crafting its messaging and policies accordingly, knowing where to locate and how to reach and contact Qatari core audiences. Specifically, this data will help inform PAS of the attitudes and behaviors of Qataris on social, political, cultural, religious, familial, educational, and economic issues, among others, as well as toward the United States, Americans, the War on Terror, ISIS, the GCC, Israel, the Palestinian Territories, Syria, Yemen, Russia, Iran, China, the U.S. military, its operations, the U.S. government, its policies, and study in the United States, etc. Any study should, at a minimum, break down audiences’ behaviors and attitudes by age, gender, location of residence (Doha and the rest of the country), socioeconomic background, education, cultural immersion, religions, genders, ethnic backgrounds, tribal affiliations, professions, etc.Furthermore, PAS is interested in learning how and where Qataris gather their news, how they communicate with one another, where they convene, what voices they consider to be credible, and what news is of interest to them, e.g. Additional inferential analysis based on what might cause a behavior or attitude change is highly preferred.Understanding how or whether audience perceptions changed after the Gulf conflict would also be informative.Finally, a thorough understanding of why Qatari student enrollment at U.S. institutions of higher learning in the United States dropped by 26% between academic years 2017-2018 and 2018-2019 is crucial in any study.Applicants are asked to submit a detailed proposal, outlining how they seek to accomplish these objectives, through what method, and what measures they will take as a contingency to deal with mitigating circumstances and anticipated challenges.Methodology:PAS welcomes detailed proposals, outlining their course of action for meeting objectives, and detailing the best methodology for conducting audience analysis polling and research in Qatar. Proposals should include a discussion on mitigating factors and anticipated challenges and proposed solutions. Good proposals will conceptually and empirically identify the most appropriate method of conducting audience analysis and ensure accurate representation in polling from a good cross-section of Qatari society, detailing audience target numbers, demographics, gender, location, profession, etc.Authorizing legislation, type, and year of funding:Funding authority rests in the Smith-Mundt. The source of funding is FY2020 Public Diplomacy Funding.Participants and Audiences: Proposals should describe both primary and secondary (if applicable) audiences for the program, including numbers anticipated to be reached. Primary audiences are those who will participate directly in the program, while secondary audiences are those who will be reached by the project’s primary audiences, because of their participation.Applicants should have considerable, practical, and relevant experience in polling, statistics, and data analysis, to be seriously considered for this project. Previous experience dealing with Qatari audiences is preferred.Any proposal should include a minimum sample size of 2,500 Qataris to ensure an accurate and representative depiction of Qataris from all walks and strata of life, inside and outside the capital. A bigger sample size is preferred. Description: he Public Affairs Office of the U.S. Embassy Khartoum announces an open competition for a cooperative agreement to manage and develop an online interactive platform for the FY 2020 Sudanese Folktale Project. The Sudanese Folktale Project is a multi-tiered program that supports English Language teaching. The project involves two primary components: a series of short radio shows, and a series of complementary online activities. The radio programs are being produced under the auspices of a separate grant agreement. This Notice of Funding Opportunity invites proposals solely for the development of the online platform. The purpose of the online platform is to actively engage listeners of the radio programs by providing audiences with opportunities for continued English language learning and assessment. Project development and planning should begin within one week of the receipt of audio files containing the radio programs. The online content, ideally should be ready when the radio scripts are ready to be broadcast. Some coordination with our partner radio Station and the U.S. Embassy Public Affairs Section will be necessary to confirm the exact timeline. Content for the online platform will be supplied by the Public Affairs Section. The online platform will provide interactive assessments for uses and real-time data collection for formative assessment by the Public Affairs Section. Product Description The Sudanese Folktale Project is a series of 21 short radio plays based on Sudanese folktales translated into English. The radio plays are designed to help English language learners improve their ability to comprehend English, primarily spoken English. Each radio play is 5-12 minutes long. These radio plays are being recorded in Khartoum, Sudan. Audio files of the radio plays will be supplied to the online developer. . The online developer is responsible for naming the files in a way that is compatible for production. Online functionality After learners listen to each radio play, we want them to go online and complete comprehension questions to assess how much they understood. Therefore, we are writing manuscripts of comprehension activities that can be turned into digital interactions. Each folktale will have 15 comprehension questions. We think the questions should appear one-by-one on a mobile device. The awardee/online developer should outline the best platform for presenting the online content for the intended Sudanese audience. The online developer will be provided text content, developed by English language teaching experts, the online developer will create the most engaging format to present them interactively and for users to track their progress, as well as allow PAS Khartoum to see the results in aggregate. The text content will follow these patterns: 1 A learner is using his phone and logs in to his account. They select the name of the folktale he listened to on the radio. 2 They select the quiz for that folktale and see one question at a time appear on screen. 3 They answers the question, click “next”, answers a question, and so on until all 15 items are complete. 4 The learner then sees their score as the number correct (8/15). 5 The data is collected and saved. The next time the learner logs in and takes the same quiz, they should see the score as the new number correct (11/15) and the data for both scores should be saved. We want to be able to assess improvement. Online interactive activities The manuscript of the online comprehension quizzes will be supplied to the digital producer by U.S. Embassy Khartoum. The manuscript will be written in MS Word with no formatting unless otherwise requested. The Digital Producer is responsible for naming the files in a way that is compatible for production purposes. A set number of interaction item types will be used and answers will be indicated in the manuscript. Normally, the digital producer and content writer would agree on the item types, but the content will be written first and the digital production will come at a later date. Therefore, only widely-used interaction types are being proposed for the content of the quizzes. Proposed interaction types: Multiple choice: text prompt / text answers with vertical radio buttons Multiple choice: audio prompt / text answers with vertical radio buttons One prompt with up to four answer choices. The answer choices are arranged as words, phrases, or sentences that appear vertically under the prompt. If this can be done as a drag and drop interaction, that’s better, but I don’t think this is easy or possible to do on a phone. It is merely a static list of words that learners can refer to – a handy reference. The vocabulary lists will be supplied as MS Word documents unless requested in a different format. Supplied to the Online Developer 21 radio play audio files in a common audio format. The finished audio files will be sent to the digital producer in the format the digital producer requires. The digital producer must communicate the required format to U.S. Embassy Khartoum. One audio file per folktale episode. 21 transcripts of the radio plays in MS Word or other format as needed. Description: The Administration for Children and Families (ACF), Office of Community Services (OCS) will award approximately $13.6 million in Community Economic Development (CED) discretionary grant funds to Community Development Corporations (CDC) for well-planned, financially viable, and innovative projects to enhance job creation and business development for individuals with low-income. CED grants will be made as part of a broader strategy to address objectives such as decreasing dependency on federal programs, chronic unemployment, and community deterioration in urban and rural areas. CED projects are expected to actively recruit individuals with low-income to fill the positions created by CED-funded development activities, to assist those individuals to successfully hold those jobs and to ensure that the businesses and jobs created remain viable for at least one year after the end of the grant period. CED-funded projects can be non-construction or construction projects, however, short-term construction jobs associated with preparing for business startup or expansion are not counted when determining the number of jobs created under the CED program as they are designed to be temporary in nature. OCS is encouraging applications from CDCs to target rural areas and underserved areas in States without current projects. Furthermore, OCS is encouraging projects that align with Opportunity Zones, Rural Communities with high rates of poverty, unemployment, and substance use disorder and rural communities with persistent poverty as identified by US Department of Agriculture's Economic Research Service.
