Applications to the FY 2019 Agriculture and Food Research Initiative - Sustainable Agricultural Systems (SAS) Request for Applications (RFA) must focus on approaches that promote transformational changes in the U.S. food and agriculture system. NIFA seeks creative and visionary applications that take a systems approach, and that will significantly improve the supply of abundant, affordable, safe, nutritious, and accessible food, while providing sustainable opportunities for expansion of the bioeconomy through novel animal, crop, and forest products and supporting technologies. These approaches must demonstrate current and future social, behavioral, economic, health, and environmental impacts. Additionally, the outcomes of the work being proposed must result in societal benefits, including promotion of rural prosperity and enhancement of quality of life for those involved in food and agricultural value chains from production to utilization and consumption. EXECUTIVE SUMMARYThe U.S. Embassy in Doha Public Affairs Section (PAS) is pleased to announce an open competition for one cooperative agreement through this Notice of Funding (NOFO). This is an opportunity to conduct a comprehensive audience analysis study on Qataris in Qatar. This NOFO outlines PAS’s funding priorities, strategic focus, and the procedures for submitting requests for funding. Please carefully follow all instructions below. Pending the availability of funds, it is U.S. Embassy Doha’s intent to award one cooperative agreement for the winning proposal for an estimated total amount of $250,000 over the course of one year or less, depending upon the successful completion of goals.PROGRAM DESCRIPTIONThe Public Affairs Section at the U.S. Embassy in Qatar invites proposals for a comprehensive audience analysis study of Qataris in all of Qatar, inside and outside the capital. The study should encompass a good cross-section of Qatari society from different age groups, socioeconomic backgrounds, locations of residence, religions, culturally immersive backgrounds and tolerance levels, travel backgrounds, educational backgrounds, genders, ethnic backgrounds, tribal affiliations, professions, etc. Analysis at a minimum should be descriptive with additional inferential analysis based on causation/correlation of attitudes and behaviors preferred.The grant will help strengthen ties between the U.S. and Qatar through public diplomacy programming by funding an audience analysis study that will paint an accurate and representative picture of Qatari society and its attitudes and behaviors. This data will be crucial for PAS in its mandate to engage and understand Qatari audiences, to help in crafting its messaging and policies accordingly, knowing where to locate and how to reach and contact Qatari core audiences. Specifically, this data will help inform PAS of the attitudes and behaviors of Qataris on social, political, cultural, religious, familial, educational, and economic issues, among others, as well as toward the United States, Americans, the War on Terror, ISIS, the GCC, Israel, the Palestinian Territories, Syria, Yemen, Russia, Iran, China, the U.S. military, its operations, the U.S. government, its policies, and study in the United States, etc. Any study should, at a minimum, break down audiences’ behaviors and attitudes by age, gender, location of residence (Doha and the rest of the country), socioeconomic background, education, cultural immersion, religions, genders, ethnic backgrounds, tribal affiliations, professions, etc.Furthermore, PAS is interested in learning how and where Qataris gather their news, how they communicate with one another, where they convene, what voices they consider to be credible, and what news is of interest to them, e.g. Additional inferential analysis based on what might cause a behavior or attitude change is highly preferred.Understanding how or whether audience perceptions changed after the Gulf conflict would also be informative.Finally, a thorough understanding of why Qatari student enrollment at U.S. institutions of higher learning in the United States dropped by 26% between academic years 2017-2018 and 2018-2019 is crucial in any study.Applicants are asked to submit a detailed proposal, outlining how they seek to accomplish these objectives, through what method, and what measures they will take as a contingency to deal with mitigating circumstances and anticipated challenges.Methodology:PAS welcomes detailed proposals, outlining their course of action for meeting objectives, and detailing the best methodology for conducting audience analysis polling and research in Qatar. Proposals should include a discussion on mitigating factors and anticipated challenges and proposed solutions. Good proposals will conceptually and empirically identify the most appropriate method of conducting audience analysis and ensure accurate representation in polling from a good cross-section of Qatari society, detailing audience target numbers, demographics, gender, location, profession, etc.Authorizing legislation, type, and year of funding:Funding authority rests in the Smith-Mundt. The source of funding is FY2020 Public Diplomacy Funding.Participants and Audiences: Proposals should describe both primary and secondary (if applicable) audiences for the program, including numbers anticipated to be reached. Primary audiences are those who will participate directly in the program, while secondary audiences are those who will be reached by the project’s primary audiences, because of their participation.Applicants should have considerable, practical, and relevant experience in polling, statistics, and data analysis, to be seriously considered for this project. Previous experience dealing with Qatari audiences is preferred.Any proposal should include a minimum sample size of 2,500 Qataris to ensure an accurate and representative depiction of Qataris from all walks and strata of life, inside and outside the capital. A bigger sample size is preferred. The study will analyze the following information gathered about Qataris, including but not limited to:Socio-demographic characteristics such as gender, age, language, tribal affinity, ethnic origin, national identity, and religion.Socioeconomic backgrounds and professionsEducationCultural immersionGeographic characteristics, including where the audiences live and how that might impact attitudes and behaviors.Audience thoughts, beliefs, knowledge, and behaviors related to the United States, Americans, the U.S. government, the U.S. military, U.S. military actions, study in the U.S., and U.S. policies.Audience thoughts, beliefs, knowledge, and behaviors related to the War on Terror, ISIS, the GCC, Israel, the Palestinian Territories, Syria, Yemen, Russia, Iran, China, minority, religious, and human rights, etc.Barriers that prevent or facilitators that encourage audience members to adopt the desired behavior change.Effective communication channels or platforms for reaching the audience.Digital media and traditional media usage for each age group and demographic to tailor our messaging and reach accordingly.Audiences who are considered a priority for this program include:Qatari youth/students, especially in areas inside and outside of Doha, including traditionally under-served communitiesQatari minority groupsQatari parents and grandparentsQatari women and girlsQatari local decision-makers and established opinion leadersMedia outlets and expertsQatari teachers and academic professionalsEmerging Qatari voices; andQataris in the creative and performing arts communitiesPlease note that proposals addressing audiences not listed above are still eligible, but such proposals must clearly indicate why addressing the proposed audience is especially important to achieving the goals stated in Section A of this NOFO.Program Administration:In this Cooperative Agreement, PAS will be substantially involved in program activities above and beyond routine monitoring. Description:
US Geological Survey, National Wildlife Heath Center, is offering a funding opportunity to a CESU Partner for research to characterize the limits of sensitivity of two emerging, low-cost NGS platforms. Oxford Nanopore¿s technology promises rapid time to pathogen identification as the platform produces data for analysis in real time, rather than having to wait hours or days required to complete a NGS run using a more conventional platform. Will characterize the sensitivity of the Oxford Nanopore Minion platform for the identification of a viral pathogen directly from a sample in as little as 30 minutes. Will also characterize the minimal amount of virus necessary in a sample for the assembly of a whole viral genome using the Illumina iSeq 100 system. The iSeq platform provides an ideal combination of high data density inherent in Illiumina technology but downscaled for single, high-value samples. Finally, will standardize the procedures we develop for the two platforms into SOPs, improve the analytical software for analysis on both platforms, and disseminate this information so that other NAHLN labs can quickly adopt the capability for rapid detection of emerging pathogens.

The USGS is offering a funding opportunity to a CESU partner for research to investigate coastal processes of mutual interest and push forward the use of coupled state-of-the-art models (tide, wave, storm surge, storm- driven morphology) for predicting the likelihood of coastal change along U.S. coastlines. The research in this project is expected to result in the development of a new modeling methodology that includes the use of the ADCIRC+SWAN model to assess return-period floodplains and resultant coastal change with consideration for future changes (e.g., changes in sea level). Description:
The USGS is offering a funding opportunity to a CESU partner for developing research to assess the vulnerability of species to environmental change is an important management challenge, particularly for poorly studied species for which species status assessments are required. Agencies such as the Fish and Wildlife Service are tasked with assessing species sensitivities to environmental conditions, their exposure to, and ability to adapt to changing conditions. Yet, defensible assessments currently require detailed knowledge of species-specific traits and ecologies and this information is hard to come by. Vulnerability assessments for lesser-studied species can be extremely challenging. Most vulnerability assessment methods and frameworks are developed using well-studied species and their applicability to species with poorly understood traits and ecologies is questionable. Advances in machine learning and statistical clustering can provide new ways of simply and defensibly assessing sensitivity and adaptive capacity for priority species. A predictive model and associated classification tree can provide an accessible, transparent, and repeatable means of the vulnerability for lesser studied species, lessening the research burden of agencies and staff.

Water temperature is a ¿master variable¿ for many important aquatic outcomes, including the suitability of habitat, evaporation rates, greenhouse gas exchange, and efficiency of thermoelectric energy production. Stream temperature is one of the most widely measured water characteristics by the USGS, though monitoring gaps in time and space requires modeling efforts to understand broad-scale temperature dynamics and supply decision-ready data to our stakeholders. Currently, stream and lake temperature are modeled separately, despite our knowledge that water flowing into a reservoir affects its temperature, and that reservoirs greatly impact the temperature of downstream river reaches. Further, in some places, water managers can affect downstream temperatures via reservoir releases, and understanding when to release, how much to release, and the expected water temperature changes from the release can support better decision making. The USGS and collaborators are developing process-guided machine learning models for streams and lakes that leverage the benefits of both process and machine learning models; the models are grounded in physical realism and perform well in data sparse and data rich conditions (e.g., Read et al., 2019). However, we have yet to model a stream network that reflects both lake and stream temperature dynamics.

This Funding Opportunity Announcement (FOA) invites applications that seek to support the identification of shared mechanisms and development of innovative interventions to address multimorbidity (or multiple chronic conditions (MCCs)) and its consequences. Intervention research supported by this initiative should be designed to study: (1) mechanisms or pathways that prevent MCCs, including the identification of early biomarkers, behavioral pathways, and individual and contextual risk factors and interactions that contribute to the development of common MCCs; (2) targeted therapies and management, including self-management, of MCCs to delay progression and prevent onset of new diseases; and (3) innovative health care partnership models for managing or treating MCCs. Studies may include shared mechanisms, and assessments of interactions between risk factors and interventions that address MCCs at different periods of the lifespan in diverse populations. Use of innovative technologies to assess and intervene on risk factors and pathways are encouraged. Studies may also include those that make use of existing data and/or data linkages to explore new research questions that may be helpful in understanding the impact of mechanisms in isolation or in combination. Of particular interest are interventions that target prevention and treatment of multiple chronic health conditions, including study designs that address therapeutic targets for preventing co-occurring multiple chronic conditions. The Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Family Assistance (OFA) announces its plan to solicit applications for the competitive award of grants that support “healthy marriage promotion” activities as authorized under Section 403(a)(2) of the Social Security Act. The Family, Relationships, and Marriage Education Works-Adult (FRAMEWorks) Program will be targeted exclusively to projects designed for adult individuals or adult couples, defined as persons who are age 18 and older. Applicants will be asked to submit proposals that are designed to implement programs that include a broad array of service provision strategies. These include curriculum-based skills development and services designed to support family strengthening activities through one or more of seven activities specified under the authorizing legislation: marriage and relationship education/skills (MRES); pre-marital education; marriage enhancement; divorce reduction activities; marriage mentoring; public advertising campaigns; and activities to reduce the disincentives to marriage. Applicants will be encouraged to also include services to promote employment and job and career advancement. Applicants will be strongly encouraged to submit a proposal to implement one specific program model designed for one specific service population, e.g. adult individuals or adult couples, but not multiple models for multiple populations. Description:
The Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Family Assistance (OFA) announces that it will be soliciting applications for the competitive award of grants that support “healthy marriage promotion” activities, including relationship education, parenting, and job and career advancement activities as authorized under 42 U.S.C. § 603(a)(2). The Relationships, Education, Advancement, and Development for Youth for Life (READY4Life) grants will be targeted exclusively to youth, for projects designed to support healthy relationships and marriage, including the value of marriage in future family formation and skills-based healthy relationship and marriage education. Additionally, grants will support activities including parenting (for young fathers and mothers, as applicable), financial management, job and career advancement, and other activities. Projects must be targeted to youth, specified as individuals in high school (grades 9-12), or that are high-school aged or in late adolescence and early adulthood (ages 14 to 24). Applicants must submit proposals designed for youth as specified. Applicants will be strongly encouraged to design programs targeted to one specific program model for one specific service population – e.g., youth in general high school settings, youth aging out of foster care, or youth who are parents– but not multiple models for multiple populations. Grants awarded will support family formation and strengthening activities through one or more of three healthy marriage promotion activities specified under the authorizing legislation: (1) marriage and relationship education/skills (MRES); (2) education in high schools; and (3) public advertising campaigns. ACF is interested in funding a diverse range of projects, from high impact projects, to moderate scope projects, to smaller scope projects. Applicants must provide evidence of organizational capacity to implement their proposed project.
